In this discussion I am assuming we are talking about unintentional
radiators under Subpart B.

My take on it is that ANSI C63.4 is called out for methods only and that
the tests which are mandatory and the limits for those tests are
dictated only by Part 15.  If you buy that argument, then there are only
conducted emissions tests on ports that connect to "the public utility
(AC) power line" (section 15.107a) and b)).  Furthermore, there is a
paragraph that specifically excludes products that operate off of
batteries only (section 15.107f)).

Comments/rebuttals???
