I'm pretty sure that over a 24 hour period, the mains has to be +/- 1 cycle. i.e. in the UK the generators must turn exactly 4,320,000 times in 24 hours. Short term variations are not worried about excessively. At different times of day I see mains hum bars going UP the TV screen, and at other times they go DOWN. Our TV frame timebase is 50Hz.
