Chuck, the effects can be broken down into two areas: acute or short term
effects and chronic or long term effects. Acute effects are fairly well
known, understood, and documented. The major effect is nerve stimulation
with the threshold of current density being about 1.2 A/sq m, and the
threshold of the internal electric field being 6.2 V/m. Current density is
related to the electric field by the conductivity of the tissue. The best
book on the technical aspect of nerve stimulation is "Electrical Stimulation
and Electropathology" by J. Patrick Reilly, Cambridge University Press, ISBN
0-521-41791-0.

Chronic effects are not well understood at all and there is a lot of "junk
science" and conflicting studies out there. Be careful. After you digest the
reliable reports, you will discover that if there are chronic effects, such
as cancer, the fields that cause them are reported to be magnitudes lower
than those that cause acute effects.
