I agree with Paul. It is usually very difficult to print the DoC in the users manual. Ordinarily, the manual is approved and goes to print before the final testing of the product and certainly before the DOC is signed.
One solution we have used is to print all the compliance information in the manual -- with respect to all jurisdictions, not only the EU. This compliance information contains the same technical info as the DOC and lists a url where the signed DOC can be found. John P. The D of C must be signed by the responsible person designated by the manufacturer. The signatory does not have to be located in the EU. The manufacturer must designate a representative in the EU who will hold the certificate and the technical file. This could be an agent, distributor. A copy of the D of C that states the directives complied with must be placed in the user manual.
