Those interested in knowing what the UK requirements are should take a look at
the January 2003 edition of MPT 1570 "Radiation Limits and Measurement
Specification - Electromagnetic radiation in the range 9 kHz to 1.6 MHz from
material substances forming part of a telecommunication system".  This
document is a regulation under the control of the Radiocommunications Agency,
it is not a British Standard.  

MPT 1570 uses in-situ measurements of a 'live' telecommunications network, it
is not a product standard (although product requirements will likely feed down
>from the telecommunications network operators).

Talks have been going on within a joint group of CENELEC and ETSI for a couple
of years on this subject, and they're still at it.  If you're a broadcaster or
radio ham you want the noise floor to be as low as possible, but if your a
network operator employing DSL or PLT technology then you want to use deliver
bandwidth to your customers over existing cabling intended for much lower
frequencies - and that means increasing the noise floor.  So the debate
continues...
