About 2 years ago, a comparative testing of this technology (different
technical approaches) was conducted in N.Carolina with participating companies

here in Germany they worked on a similar technology 2-3 years ago,
there were first tests with a limited number of users but most of
the projects were cancelled. The main reason was, besides the lack 
of interest from potential customers, EMC!

The conducted emission was not so much of a problem but as the mains
are routed in any way you can imagine, the conductors are quite good
antennas. Within the range of 2MHz-40MHz you find a lot of frequencies
ranges belonging to radio communications which are likely to be disturbed.
This was the case here.

There was a quite harsh discussion during the EMV 2003 (EMC trade fair
and conference) about this topic. The limits are quite low here already
but the people speaking in favor of the radio services (some of the
governmental frequencies are in that range) were in favor of lim! its 
close to the noise floor. 
The real challenge in this case is the sheer size of a network of 
unterminated lines.

Some companies are trying to revive the BPL project in Germany but
as nearly everybody has access to DSL I do not think they will have
success. This would be good news for the radio communication services!

on that topic. I did not follow the discussion recently so there might
be some things I am not aware of.
