So, one IC isn't 'apparatus' but several on a card *are*. Much further
up this thread I said that the attempted distinction in the Guidelines
doesn't work, and this is an example.

Put the CE mark on your DIMM even if you don't believe it's necessary. 

At least, we managed to stop the UK version of the Directive making it
illegal to apply the mark in such cases of doubt!
