Not with any confidence that he would not be pursued. The EMCD does not
require ANY tests to be performed: it only requires that the Declaration
of Conformity is true. The PC assembler has no way of knowing that it is
true if he just relies on the DOCs of the parts.

However, the Guidelines also indicate that such an assumption is likely
to be justified for purely electrical control consoles for electrical
machines.
