I have recently experienced similar pain, although I'm using later
software.  My HP85875A (conducted emissions) software runs fine under
Windows 3.11/95/98, but has the same problem with the hardware key
under NT/2000.  (haven't tried XP)

The companion HP85876B (radiated emissions) program runs on win 3.11/95/98;
AND NT/2000 if a hardware key driver is installed first.  This driver does
not seem to work for the conducted software unfortunately.  I'm still
seeking a solution, hopefully before our I.T. department steals my Win98
box in the middle of the night.

FWIW I bought one of those expensive GPIB cards too, but have since found
that this software will work with the older (8 bit ISA) GPIB-PCIIA (and IIRC
the PCII) cards.
