Hello John, Well, I was hoping to hear from you, I have seen some of your comments on the subject. We should not have to care what the Mains voltage/frequency is. Each H/F meter should measure anything supplied to measure (variations in voltage/frequency) the same, if not then it is defined incorrectly. In reading your messages (2000), messages/papers from NPL and among others, presentations of Philip W. Carter it looks like any further proliferation of technical standards EN/IEC 61000-4-7 or EN/IEC 61000-4-15 will create a big mess for manufacturers and regulators.
