Apologies if this is already known, but a great deal of work on 
evaluating the inconsistencies of harmonic and flicker analysers has 
been done by Paul Wright of the UK National Physical Laboratory (NPL).

This work has been published in award-winning NCSL papers, but you may

In the process of evaluating replacement equipment that meets the 
requirements of IEC 61000-3-2:2000/IEC61000-4-7 and IEC61000-3-
3+A1/IEC61000-4-15,  I put together a small Electronic Load based on 
an old HP/Agilent verification process.  
 
 Circuit = Relayand bypass switch to  Lamp Dimmer with 200W bulb 
 across line connected to - 3 -Glocoils in parallel with 2 Glocoils to 
 other side of line.Parts availiability limited voltage to 120V.  
 
Well , I gathered three vendors equipments, performed a bunch of 
tests, with the following results: 
 
Stationary Harmonics - All very Close 
Fluctuating harmonics - All over the place
Flicker,- With Lamp Dimmer and 200W Bulb - Large differences between 
Test Equipment, consistently the same.  
 
Since these results are all over the place I would like to set up a 
quick Round-Robin in the Sacramento/Bay Area , CA the first week of 
March. For scheduling I would bring the unit around to the Test 
laboratories with different Test Equipment that meets the "NEW" 
requirements and  then schedule the others.  
 
Tests would consist of :
 
Stationary Harmonics 
Fluctuating Harmonics
Flicker with Dimmer and bulb - 10 Min
Flicker without - 10 Min
