I have a slightly different viewpoint than Mr. Grasso on the utility of emission control. Broadcast use of the spectrum antedated unintentional spectrum pollution by narrowband sources.
A broadcaster makes a living by selling advertising. The worth of that advertising to his customers is largely proportional to the number of viewers the broadcast can reach. Unintentional emissions have the potential to reduce the number of viewers in the fringe areas. Note that if you (simplistically) assume the broadcast range is the area of a circle centered on the broadcast tower, and even more simplistically assume the population density remains constant as a function of radial distance from the tower, then each incremental increase in radial broadcast range delivers more viewers than the last. Conversely, incremental decreases in signal availability at the fringes has a large impact on number of viewers.
