reevaluate the entire discipline?
This is a good question. I'd like to start with a defense.... I remember the early 1980's before the FCC rules. I had taken one of my companies products home to create documents with. Whenever I turned this device on, I experienced the following phenomenom: - My neighbor's clothes dryer would turn on (or off). - The speaker in my television would produce white noise. This happened with the TV either on or off and the position of the volume control had no effect. - I could no longer listen to any radio station. The result of the FCC rules coming into force caused this particular product to be removed from the marketplace. It required a complete re-design to fix it so the design effort went into the next generation product, rather than fixing the old one. Certainly good business sense. Business sense means making money.... Sometimes businesses have to do things that cost money and this sometimes creates regulations to force them to do it anyway. Any other defenses? Anyone opposed? After all what person in their right mind would ship a non-compliant product? Emissions has a much lower acceptability as the net benefit to "humanity" is at best obscure.
