OK. Starting with emissions, do you think that my neighbours will be happy when I take the side off my computer and they have most of the TV picture obscured by horizontal white lines? (Yes this does happen) I'd say that radio and TV are important to society and while they are still transmitted as UHF / VHF, then emissions need to be controlled.
