You are substantially correct, and steps will be taken to try to get the
wording of the standard clarified in this respect.

The reason may be that the results depend on the harmonic content of the
supply waveform, the temperatures of the parts in the power supply of
the EUT and the phases of the moons of Jupiter (all 60 of them!).
