Guide 37, I think.

Guide 37 (Instructions for the use of products of consumer interest)
is focused on instructions for use.
Guide 51 (Safety aspects - Guidelines for their inclusion in standards)
is intended as a guide for standards writers, and it refers Guide 37
anyway.  (section 7.4.2.2)

Chuck and Peter already wrote about ANSI Z535 series.
