I don't have the latest C63.4, but technically it is pretty straightforward why you cannot verify an NSA with a site source.
An NSA has to be made with a matched set of antennas because the antenna factors for the antennas are determined using a matched set. By matched I don't mean identical like balancing pistons, but two antennas of the same type, like two biconicals of the same dimensions, or two log-periodics of the same dimensions. If the NSA were made at such a distance that the two antennas were truly in each other's far fields and each antenna were immersed in a plane wave, then you could use whatever source you wanted, as long as the (far field) gain were specified. But that is not the case.
