All I can't site the reference or law for telephone reliability but I would think that the 99.9 reliability clauses would be in a Telcordia Standard because the shake, bake,freeze tests are a part of GR-63. I have been told that a Telephone Company central office has two sources for power (mains and batteries) and digital phones won't work in a power failure and an analog phone will because an analog phone derives its power from the telephone line. I have an old telephone that is the "emergency telephone" and it does work when my cordless phones don't in a power failure. I thought that an analog telephone was a standard operating emergency kit for The Peoples' Republik of Kalifornia. IMHO. Have a good holiday. Regards Dan Anchondo
