Having been a life-long resident on The Peoples' Republik of Kalifornia, I thought it possible that such a law might exist, since our legislature, more than most other states, enjoys controlling aspects of business conduct to a high degree. I searched the Kalifornia codes for Public Safety, Public Utilities, Health and Safety, Civil, Penal Public Resources and found no reference requiring continuous, uninterrupted telephone service.
