Before July 20, 2007 you need to use the 89/336/EEC.
>From that until 20 July 2009, both are allowed.
For products that leave you factory after July 20, 2009 the DoC needs to be
updated to read 2004/108/EC.

There is a plan to make an interpretation document, similar that was done for
89/336.
