Nothing is missing. In this case, 301 489-3 and -1 are testing for spurious
emissions from the transmitter and ancillary equipment from 30 MHz to 1000
MHz. If your transmit frequency is between these freqs, you are allowed to
disregard the carrier (in this case 433 MHz). As mentioned earlier, the
emission and power tests for the carrier are covered by 300 220.
The FCC does the same thing but they require you to put your transmitter on
a dummy load.
Just out of curiosity, who would you sell a portable RF doorbell to?

Dear Bob & Don,
Something seem to be missing here. If this is the case then there is
no limit for the emission at the transmitted frequency. FCC specifies the
special limits for the intentional radiators and these limits are higher
than the usual limits (37 dB - CISPR).

Michal, the second paragraph in clause 4.3 of 301-489-3 states "The
frequencies on which the SRD transmitters are intended to operate shall be
excluded from conducted and radiated emissions measurements when performed
in transmit mode of operation".
If you are testing without the standards available to you, I would
recommend purchasing them.

Hello!
I have some question. I test portable RF door bell for radiated emission
30-1000MHz according to ETSI EN 301 489-1/3. For all range emission is low,
with the exception of 433MHz (only then I push the button on transmitter,
the bell is ringing and then emission is for 4-5s is about 60dBuV/m). How
should I qualify this? Limit is 37dBuV/m. Maybe I shouldn't test the
transmitter, only receiver? Is anywhere in this standard written that
transmitter shouldn't be tested?
