No. Believe me, there is no requirement to do testing or involve a 
Competent or Notified Body, if it is OBVIOUS that there is no EMC matter 
to be investigated. But, in your own interest, you must document your 
reasons for deciding that no testing is necessary, and keep that 
document. The present EMC Directive doesn't require it, but the Low 
Voltage Directive does, and the new EMC Directive will.
