For most tests, that's true, but it isn't for single-phase rectifiers 
with capacitive smoothing. TINY changes in supply voltage, component 
values (including temperature effects) and the characteristics of the 
test supply can make very large differences indeed (400%!) to the 
high-order harmonic current emissions (IEC/EN 61000-3-2 and -12). This 
is why IEC SC77A is having to address the subject.
