Hi Ian, I'd also like to stress here Ian, that don't jump to the conclusion that YOUR test equipment was bad. As a lab assessor, I can tell you even accredited labs have "issues".
When I calibrate surge generators, I used a Current probe for short circuit current and a differential voltage probe for voltage. For goodness sake be careful though, the voltages and currents are lethal!
