John - It is not the pop rivet, per se, that conducts the fault current, but the joined metal sheets. The pop rivet simply maintains intimate contact between two conductive materials. The same is generally true of screws.
Rivets can be quite reliable and have been used in electrical equipment for many moons. Regards, Peter L.
