I wouldn't use them. It's too difficult to prove that the bonding would 
always be low-resistance, especially after a year or two near the sea. 
Instead, I'd put some insulation on the panel so that it couldn't touch 
the hazardous voltage.

This is in accordance with the 'hazard-based' concept, of a 3-block 
model:

Hazard -------------- Safeguard ----------- Person who might be harmed.

The hazard is usually hazardous energy, but it might not be - a 
biological hazard for example.

In considering the safeguard, there are three levels of preference:

1. Nullify the hazard - this is often done by insulation, electrical or 
thermal. For a biohazard it could be a sterile barrier.

2. Dissipate the hazard - this is what earthing/grounding and fusing do.

3. If neither of the above can be done, WARN against the hazard. This is 
often necessary for things with exposed parts that have to get hot in 
order to work.
