TLP is Transmission Line Pulser. With this method the signals exist in a 50
ohm enviroment and are easy to pipe to the DUT. At the DUT a 50 to 200 ohm
balun is often used.
It is a popular ESD method at the wafer level. With a TLP you can select the
risetime, current, and source impedance (not always 50 ohms). Accurate
measurement of the voltage and current waveforms is performed and a
snap-back curve can be generated.

This needs to be done with IEC SC447A involved, if by 'device', you mean
'integrated circuit'. The sooner those guys are involved, the easier it
will be to get agreement.
