This may help:

IEC 60297 - Part 3: Electromagnetic shielding performance tests for 
cabinets, racks and subracks

The realistic but unhelpful answer is that a coated enclosure can be 
better than a poor metal one (thin folded metal with open joints) and 
worse than a good metal one (thick diecast with an EMC-rated lid and 
fixings).
