Peter, what Dennis is saying is correct, there is presently no MRA on EMC
between India and the US (regardless of the APLAC signatures) and
accredited labs in both countries cannot have their reports accepted by the
other country until that government to government MRA is generated. The
list that Grace Lin issued is the current status of the US government to
government MRAs.

So, you're suggesting that the MRA explicitly mentioned on APLAC's web
site, which includes a US governmental body (NVLAP) as signatory, was
made before a treaty is in place. This is heady stuff and I urge you to
report this to the State Dept. pronto.
