I don't want to get too deep into this, but when discussing
intergovernmental documents such as this, it is important to look into
the details, and to note the differences between a treaty, an agreement
and an arrangement. These are three different types of documents, with
various levels of governmental signoff and authority. Further, though a
treaty and an agreement are binding, an arrangement is not.

So, you're suggesting that the MRA explicitly mentioned on APLAC's web
site, which includes a US governmental body (NVLAP) as signatory, was
made before a treaty is in place.  This is heady stuff and I urge you to
report this to the State Dept. pronto.
