I don't want to get too deep into this, but when discussing intergovernmental documents such as this, it is important to look into the details, and to note the differences between a treaty, an agreement and an arrangement. These are three different types of documents, with various levels of governmental signoff and authority. Further, though a treaty and an agreement are binding, an arrangement is not.
