Under 2.948 of the FCC rules CFR47 it states "For laboratories outside the United States, the name of the mutual recognition agreement or arrangement under which the accreditation of the laboratory is recognized." However, it is my understanding that this is referring to a government to government MRA not an accreditor to accreditor MRA.
Until and unless the US itself has an MRA with a particular nation, the accrediting body of that nation is not recognized by the US as appropriate. Consequently it would not seem to matter if NVLAP or A2LA had agreements with these agencies or not. The test report could not be accepted by the FCC for DoC until the US itself has an MRA in place with that country. This is after all the whole purpose of the EMC MRAs isn't it - i.e. not to allow countries which do not allow US labs testing rights until reciprocal agreements are made between countries. NABL (National Accreditation Board for Testing and Calibration Laboratories) of India also is a signatory of APLAC MRA. A laboratory is accredited by NABL India for FCC Part 15 & 18 measurements as per ISO 17025. Based on the EMI / EMC report of this laboratory equipment manufacturer can claim DoC to FCC PART 15 for a computer peripheral (unintentional radiator). Is my understanding correct. NABL India is a signatory of ILAC MRA and both NVLAP & A2LAP of US are signatories of this MRA.
