Neven, If you are designing for a specific automotive manufacturer, you would do well to check with them, as each of the big manufacturers has their own list of approved laboratories. Even if you are designing an after-market product, the lists of the big manufacturers will give you a good steer in the right direction. You will find that Ford, GM, and Daimler Chrysler all have this information on their websites. I am sure that others will as well. Try www.fordemc.com for a start. Also, all of these manufacturers have their own suite of tests, and their approved test houses are accredited by them to perform their test suite.
