IEC 61239 requires two sets of markings, one
for the characteristics of the supply system
(3.2.1) and one for the ratings of the 
equipment (3.2.2).
 
In 3.2, IEC 61239 states:  "Each technical
committee shall select the characteristics
listed in 3.2 necessary to enable proper and
safe application of the equipment."
 
Then, 3.3 states:  "If a given sequential 
order is needed,... the following sequence is 
recommended..."
 
So, sequence is not necessarily required by
IEC 61239.  
 
IEC 60065 and 60950 preceded 61239.  So, the
sequences chosen by the product technical
committees were long established before 61239
was published.  The sequences have been carried 
forward to the latest editions of these product 
standards.  
 
Since the sequence requirement in 61239 3.3 is 
an "if needed" requirement, there is no 
imperative for technical committees to modify 
the long-standing sequences specified in the 
product standards.  
 
Consequently, the product requirements in 
60065 and 60950 are correct and are in 
accordance with 61239.

Dear Rich & Brian,

 

Thanks for your advice.  Referring to IEC 61293, “~ 230 V” is a correct
marking.  In many electronics products or electrical appliances, they are
commonly marked “230 V~” and I believed they were correct.  I am now
surprisingly aware that ~ 230 V is a correct marking.  Do you have any idea
why “230 V~” is considered correct for so long?

As Brian has mentioned, the base document for

rating markings is IEC 61293.  This document

does specify the sequence of rated values and

characteristics.
