John,

"No" means the switch is considered as the isolating switch and must be the
type of all-pole switch.

I have learnt from some accredited laboratories to suggest changing the
marking to “.”  To avoid in breach of the |O marking for all-pole switch. 
Is it a way of compromise to this requirement in EN 60065?

No; if you look at 8.19.2, it requires an indication of the 'ON' 

condition, maybe by marking, and in that case refers to the whole of 

clause 5. The last paragraph of 5.4.2 restricts the IO marking to an 

all-pole mains switch.
