So if I'm understanding this correctly, rigid polystyrene or Styrofoam is preferred not because of the material it is made from but because Styrofoam is mostly AIR. The more air you have the closer your test setup will resemble "free-space". Any solid material, no matter what it is made from will not be as good as air. So the goal in a test table is to find a non-conductive material what is strong enough to hold your product with as little mass as possible and as much air.
Styrofoam tends to have static electricity. Does this cause anyone problems during testing? 'Glastic' is one brand of this material. It's the same material as that used for 'cherries' used to mount/isolate bus bar bus bar and the like. It's available in shapes, like angle and U-channel, and probably sheets, if you look hard enough. This material is rigid, fairly dense and can support a good amount of weight (it's used to restrict bus bar in switch gear under fault conditions; it's pretty tough).
