It has been my experience, as Ted Eckert said, that the requirements are not
mutually exclusive for a 5-15P plug configuration. The Japanese requirements
go to extremes in terms of dimensional precision and actually require the
presence of the holes near the tips of the blades (which are otherwise there
for manufacturing convenience), also controlling chamfer angles and the like.

I don't know for certain about the cordage, but my recollection is that
US/Canadian cordage met Japanese requirements, though I don't know about the
converse.
