One issue would be the touch current allowed for Class II products. Under IEC 60065 it is 0.5 mA, and under IEC 60950 it is 0.25 mA. I would be interested in hearing what others think about that. The same components and design techniques are used in either case. From the point of view of providing a safe product, the use of either IEC 60065 or IEC 60950 would provide an adequate level of protection - especially since there has been ongoing work to harmonize them to a large degree.
