In the context of "set top box", set generally refers to a TV set, and the box
is a receiver/decoder/interface for either terrestrial, cable, or satellite
services, that typically sits on top of the TV set, hence 'set top box'.

What exactly is a "set top box"?
I've heard the term used to describe a number of different items that had
quite different functions and all were commonly set on top of a box that they
interfaced with.
