Set top boxes are designed for direct connections to telephone and/or cable
systems, so in my
opinion, the IT standards apply. For set top boxes with no ports for
telephone/cable system
connections, just the standards for consumer radio and TV equipment might be
sufficient. So, IT
and/or RTV?

I disagree: the standards for consumer radio and TV equipment apply.
