Wrong: field data in the presence of a EUT will show or the wrong value, or if adjusted on the fly give you the wrong field strength.
The forward power method is well established and fully acceptable, if combined with a decent calibration procedure of the test plane (in case of EN(IEC) 61000-4-3) o test volume (in case of CISPR 16 calibration). I know the military and automotive do use probes on the fly, but they have their reasons for it: <irony on> they have the mil spec of maxwells formulas ! <irony off>.
