Voluntary is correct for RFID equipment in Hong Kong but you must ensure compliance with the requirements. Manufacturers, suppliers or dealers will be in breach of the HK Telecommunications Ordinance if their apparatus fails to meet the technical specifications prescribed and if they do not possess a valid dealer license. Many manufacturers obtain the voluntary certification for Hong Kong to ensure they meet the specifications.

It is difficult to find any RF device that needs to have a formal certification, except, I believe broadcast transmitters and perhaps cell base stations.
