Aboo, it appears that the regulations must be complied with but the transmitters do not need to be certified. This means that you need to hold your test data on file in the event it is ever requested by the authorities (usually because of a complaint from someone).

It is difficult to find any RF device that needs to have a formal certification, except, I believe broadcast transmitters and perhaps cell base stations.
