Rich these are y thoughts exactly. I've had to live with the follow up inspections a few times but moved away as quickly as possible. I never wanted to be at the mercy of a vendor who could change the process and now the annual tests of the material fail. With recognized plastics, and recognized molders, there is a bit of a backhanded quality check when UL goes through to check their processes to insure proper mixes of regrind in the plastics et al.
One can also get a component evaluation as an Unlisted component. Essentially it is a recognized component for the applicatant/Listee but it is not useable by anyone else. Virtually all safety standards require plastic materials to be certified to UL94 or equivalent IEC standard (or separately tested). If the supplier wants electronic business, then it behooves him to obtain UL and cUL certifications of his materials. I tell this to my suppliers. They come back and say okay if I pay for it. I say okay, but you can't sell certified material to any other customer. The supplier pays for the certifications.
