That is correct only for UL where they do some type of verification to ensure 
the polymeric material has not changed. They figure it is hard to trust the 
fabricated part manufacturers. During the original evaluation, they do some 
sort of fingerprinting. Once a year they do a verification after their follow 
up inspector sends in a sample.

        UL Recognized Plastics are ones that have been previously tested for 
flammability, ignition or mechanical properties. These are done on small scale 
samples and the engineer in charge of the investigation of the end product 
determines suitability. 

         

        If a polymeric material is not Recognized, the standard either refers 
you to another standard such as UL 746C in the US where you can apply tests on 
the overall enclosure material in lieu of small scale samples. 

         

        So in response to your question, a polymeric material does not have to 
have UL/CUL. It can be tested as part of the end product evaluation.
