Dear Members,
 
Are vertical and horizontal groundplanes required for measuring disturbance
voltages per Section 4.3 of CISPR 15?  CISPR 15 doesn't mention any
groundplane while CISPR 22 does.  My colleague concludes that groundplanes are
not required.  Do you agree with the conclusion?
