It's the second clause of Annex B. If you haven't got an Annex B, there 
is something missing from your standard!

Well, 8.1.3 and Figure 5 apply, and I can't see any reference to a 
ground plane. So your colleague APPEARS to be right. But I suspect that 
there is a problem with the standard, because the AMN is always used 
with a ground plane.

I happen to know the Secretary of CISPR/F well enough to email him late 
on a Friday. When/if (he might be travelling on business) I get an 
answer I will let you know.
