John, Thank you very much for the quick comment. The EUT are relay switches and dimmers. Section 7.3 is for Luninaire. Section 8.2 is for Indoor and Outdoor Luminaires. Section 8.9 is for lamps. I cannot locate B.2. from my copy (CISPR 15 @ IEC:2005). Based on these, my colleague insists groundplanes are not required when perform measurement on relay switches and dimmers.
