EU scoping info 

It is important, I think, to note that the MD/LVD exclusion for PED only
extends to devices in PED Category I or lower, so you still have to determine
PED Category before you can be certain of exclusion. A rule of thumb I use is
that a device with remain in the the Category of SEP (requiring application of
sound engineering practice) if it does not exceed the following limits; for
piping an ID less of  25mm; for vessels of any size, a pressure volume product
of 2900 psig-liters; for vessels less than 1 liter, a PV product of 360
psig-liters.  The pressure of interest is MSP - maximum system pressure (i.e.
how the vessel could actually be used in practice as limited by design,
instructions, etc...). 

If your vessel crosses one of those boundaries then you must use the
appropriate of the 9 PED graphs to determine your vessel Category (SEP, I, II,
III, or IV). Be careful how you rely on pressure relief valves to determine
your vessel MSP. The break pressure of a PRV is not the same as the vessels
MSP. 

Also, depending on the use of your vessel, you may have interaction with the
simple pressure vessel directive (SPVD) or the transportable pressure
equipment directive (TPED).

For the USA, you need to research "ASME" try http://go.asme.org/bpvc10

For the EU, you need the Pressure Equipment Directive (PED) 
(http://www.conformance.co.uk/directives/ce_pressure.php
<http://www.conformance.co.uk/directives/ce_pressure.php> ) but if the 
vessel is only small and is part of a product which its itself CE 
marked under the Machinery or Low Voltage Directives then you can 
ignore the PED.
