Brian,

For the USA, you need to research "ASME" try http://go.asme.org/bpvc10

For the EU, you need the Pressure Equipment Directive (PED) 
(http://www.conformance.co.uk/directives/ce_pressure.php) but if the 
vessel is only small and is part of a product which its itself CE 
marked under the Machinery or Low Voltage Directives then you can 
ignore the PED.

I know little about ASME, but if you need help with the PED, please 
drop me a line directly.
