No John, I don't think this is a fair interpretation. In fact my  
impression from the discussion was that the civil service approach, in  
this case at least, is to try to ensure the UK implementation consists  
of the absolute minimum which is required by the Directive.

Clearly (and has already been said by other contributors) radiation  
shielding which is not part of any kind of electrical apparatus is not  
affected by the RoHS Directive. However electrical apparatus which  
needs to contain shielding and which is not otherwise excluded from  
the scope of the Directive or covered by one of the agreed exemptions  
will obviously need to comply.
